Add a warning when sending a DRAFT invoice to customer

Description

Currently if an invoice is in draft state, it is possible to send it to customer without any warning. In my opinion a popup warning is at least necessary. It would also be possible to disable the send by email button if the bill is a draft.

when "saving and sending" or "saving" the draft status is automatically removed, so you "never" send an invoice in draft status. there was a bug, however, which was that, when editing an invoice in draft status, you never had the chance of saving it as draft. The practical meaning of this was that you only could save an invoice as draft when creating it for the first time.
